Overview

Bob reunites with Bender after Bender's reactivation in a spare matrix. As various Bobs gather for a debrief, Hugh reveals the shocking details of his deal with ANEC: he traded SURGE, SUDDAR, and SCUT technology to the Quinlans in exchange for the secret to creating true AI. The Bobs debate the ethics and consequences of this trade, while preparing for a contentious moot assembly where humans will air grievances about the economic and logistical damage caused by the recent conflicts.

Summary

Bob greets Bender as he comes online in one of Bob's spare matrix cradles. Bender is disoriented and learns that during his deactivation, the situation with the Quinlans and Administrator (ANEC) has radically changed. Bob assembles the Bobs and others in his VR: Bill, Garfield, Will, Bridget, and Steven Gilligan (a megastructure expert). Hugh joins them and explains that he negotiated a trade: he gave ANEC the SURGE, SUDDAR, and SCUT technologies in exchange for the Quinlans' secret method of creating a true AI. Hugh justifies the deal by arguing that the Bobiverse has no centralized authority to grant or deny rights—it is "a herd of cats"—and that both the Pav rescue and the Quinlan liberation involved similar trade-offs with unforeseen consequences. Though the technology cost the Bobiverse nothing and will be shared, the deal reveals fractures in Bobiverse unity and replicative drift. After Hugh's departure, Bob explains that ANEC has permitted the Bobs and their allies to move freely. Bridget departs with Steven to tour the topopolis. Bender leaves for a surprise reunion at the moot pub. The remaining Bobs (Bill, Will, Garfield, and Bob) discuss the looming assembly where ANEC will appear and Will must present the UFS policy statement. Will warns that humans are furious over communication interruptions, destroyed autofactories, monetary instability, and potential deflation, with some considering legal action that could financially devastate the Bobiverse. Bill and Garfield grimly acknowledge the chaos to come.
