Summary

The design maintains normal gravity while providing lift through hemispherical protuberances, distinguishing it from zero-gravity alternatives. Marcus explains that the flying cities will not be controlled by the Council, as he believes the government has grown too authoritarian and contradicts the colony's purpose as a fresh start for humanity.
